Re-modeling Shared University Governance: From the Perspective of Organizational Culture and Institutional Leadership

大学共同治理是大学治理历史发展中的重要阶段。然 而，在其近几十年的运行实践中，大学共同治理面临着越来 越大的压力。人们诟病最多的就是，大学共同治理在协调大 学外部和内部各相关影响因素时缺乏灵活性和有效性。通过 分析5所北欧大学的具体案例，剖析共同治理在高等教育发 展战略中的地位和作用，可以发现，他们都特别强调大学领 导在大学内部治理中的主导作用，更加强调教师和学生的参 与，更加强调大学的创新变革。
Shared governance has been a key historical characteristic of higher education although this form of governance has been facing an increasing amount of pressure in recent decades. It is frequently argued that shared governance is less flexible and efficient in tackling the challenges in a more dynamic environment of the sector. Based on the analysis of five cases of Northern European universities, this paper lists places and roles of shared governance in the higher education development strategies and emphasizes the leading role of leaders or managers in internal governance of universities and colleges.
