Against the backdrop of New Liberal Arts, cultivating students¡¯ global competence has emerged as a core objective in university talent development. As a compulsory general education course, College English plays a pivotal role in fostering and enhancing students¡¯ global competence. This paper constructs a framework for students¡¯ global competence across three dimensions: individual cognition, group interaction, and participation in global governance. These dimensions serve as goals and orientations for College English education. To advance teaching reform, this study proposes implementing measures such as rooting teaching philosophies in global competence development, integrating discipline-specific content with language learning, enhancing teaching quality through faculty development, optimizing curriculum design, exploring innovative teaching resources. These approaches aim to establish new pathways for College English teaching reform.
